font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">为贯彻落实省委、省政府和市委、市政府决策部署，进一步帮扶小微企业和个体工商户缓解房屋租金压力，渡过难关，按照市政府《关于积极助企纾困 全力支持市场主体发展的若干措施》文件要求，结合唐山市国资委监管企业实际，制定如下实施方案。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">一、总体要求</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">小微企业和个体工商户在繁荣市场、促进就业、维护稳定方面发挥着重要作用。受新冠肺炎疫情影响，小微企业和个体工商户房屋租金成本支出压力大，为帮扶小微企业和个体工商户缓解房屋租金压力，减轻经营负担，委监管企业作为国有房屋出租主体，要带头履行社会责任，主动帮扶小微企业和分担疫情带来的损失，彰显国企担当。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">二、基本原则</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">（一）应免尽免、共渡难关。各监管企业要积极履行社会责任，房屋租金应免尽免，有效缓解小微企业和个体工商户经营压力，帮扶小微企业和个体工商户共渡难关。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">（二）主动对接、平等协商。各监管企业要明确减免工作分管领导、责任部门和具体负责人，与承租方积极沟通、主动对接，告知租金减免政策、减免程序、所需材料和联系人，在平等自愿的基础上签订减免合同。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">（三）细化措施、注重实效。各监管企业要结合实际，注重实效，在双方自愿、平等协商的基础上，灵活采取直接返还、租金冲抵、延长租期等多种减免方式切实缓解小微企业和个体工商户的实际困难，确保房租减免惠民利企政策尽快落实到位。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">（四）规范操作、履职尽责。各监管企业要切实承担主体责任，本着高度负责的态度，对所属出租用房摸清底数，建立台账，查看房屋租赁合同，逐一核对承租人信息。在保证惠及每一户符合条件小微企业和个体工商户的同时，把好审核关，做到高效便利、规范有序，不符合条件的租户不得减免，杜绝随意减免，严防国有资产流失。深入开展督导检查，建立投诉受理机制，发现问题及时整改，对减租责任落实不到位、违规操作造成国有资产流失的企业和有关负责人进行严肃追责。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">三、实施范围</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">凡依法依规在市场监管部门或行政审批部门登记注册，证照齐全，积极配合疫情防控工作，规范守法经营，未列入失信联合惩戒黑名单，签订房屋租赁手续合法，无恶意长期拖欠房租行为的小微企业和个体工商户，可享受房屋租金减免政策。其中，<strong style="margin: 0px; padding: 0px;">小微企业参考标准</strong>为工业和信息化部等四部委《关于印发中小企业划型标准规定的通知》（工信部联企业〔2011〕300号）、市场监管总局网站的“小微企业名录查询”模块。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">四、租金减免</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">（一）减免期限</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">被列为疫情中高风险地区所在的县级行政区域内的小微企业和个体工商户承租国有房屋，2022年免除6个月租金，其他地区减免3个月租金。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">（二）减免方式</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">具体减免方式由国有房屋产权单位和承租人双方自愿协商，可选择直接返还、租金抵扣、延长租期等多种方式灵活办理并签订减免协议。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">已足额缴纳租赁合同期内房租的承租人要求返还的，国有房屋产权单位按程序返还。租赁期间未按合同约定期限缴纳房租的，优先从未缴纳房租中扣除。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">存在间接承租市国资委所属企业及其下属企业经营性房产情形的，原则上转租人不应享受本次减免政策，相关责任主体需会同各方共同协商，签订多方协议，确保免租惠及最终承租人。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">股权多元化企业，要积极沟通协调，争取中小股东理解支持，在规范履行内部决策程序后，对租金予以减免。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">（三）计算方法</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">因2022年被列为疫情中高风险的地区尚不能全部确定，租赁合同约定租期、金额不同，<strong style="margin: 0px; padding: 0px;">全年减免金额计算以每月减免金额为基础，按2022年度实际承租月数求和。</strong></p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);"><strong style="margin: 0px; padding: 0px;">非疫情中高风险地区每月减免金额</strong>=与委监管企业签订房屋租赁合同2022年内所约定的当月租金×¼（非疫情中高风险地区，全年减免3个月租金，减免力度为合同约定租金的¼）。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);"><strong style="margin: 0px; padding: 0px;">疫情中高风险地区每月减免金额</strong>=与委监管企业签订房屋租赁合同2022年内所约定的当月租金×½（疫情中高风险地区，全年减免6个月租金，减免力度为合同约定租金的½）。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">（四）减免手续</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">承租人应向国有房屋产权单位提供免租书面申请、营业执照、房屋租赁合同（或租赁协议）、从事特定行业的法定证照等能够证明其符合本方案所规定减免条件的证照资料。各监管企业应本着帮扶小微企业和个体工商户尽快渡过难关的原则，精简程序，快速办理。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">（五）完成时限</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">本《实施方案》发布时，非中高风险地区和已被列为中高风险地区的减免工作要力争在上半年完成。发布后被列为中高风险地区的追加减免，要在被列为中高风险地区后2个月内完成。直接返还的，以返还到账为完成标准，租金抵扣、延长租期的，以签订《减免协议》为完成标准。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">各监管企业应对小微企业和个体工商户租金减免情况逐笔记录，加强数据统计，建立档案，形成底表。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">五、其他事项</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">我市行政区域外各监管企业所属国有房屋出租的，参照房屋所在地市国资监管部门出台的对小微企业和个体工商户的房屋租金减免政策执行，房屋所在地市国资监管部门未出台相关政策的，以本《实施方案》为准。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; font-size: medium; color: rgb(34, 61, 124); line-height: 32px; font-family: 宋体; text-indent: 28px; white-space: normal; background-color: rgb(255, 255, 255);">各监管企业应明确责任部门、责任人并公布联系电话，集团所属企业因落实减免政策困难的，上级企业或集团公司应给予资金支持。</p><p style="margin-top: 0px;
